P&Z approves revised plan for Midway Station
An amended plan for three commercial lots in the Midway Station mixed-use development, located north of the I-64 interchange, was approved by the Versailles-Midway-Woodford County Planning and Zoning Commission on Aug. 11. Rich Schein, who represents the City of Midway on the commission, said this amended plan appears to be an attempt to move away from any type of master plan in order to get three commercial lots on Ky. 341 (Georgetown Road). Those lots were always planned for commercial uses, said attorney Richard Murphy, representing property developer Dennis Anderson. However, Schein pointed out that by reducing landscape buffers and orienting the commercial buildings toward Georgetown Road, this revised plan completely changes what was originally proposed. When asked why the plan was modified, Murphy said the previously approved new urbanism design for the property was not practical for potential users in 2016. He described the revised plan as a reasonable compromise for a mixed-use development, which will be impacted by industrial traffic in the coming years. After a motion and a second to approve the amended plan, Schein asked if this request could be tabled for a month, but commissioner Ed McClees chose not to withdraw his motion. Schein and Jim Boggs opposed approval of the preliminary subdivision plan, which passed by a 7 to 2 margin. "I just don't want to look like everywhere U.S.A.," said Midway Mayor Grayson Vandegrift when asked about his concerns related to the plan revisions for Midway Station during a telephone interview last Friday. "I respect the developer, and new businesses are important for the city, but we have to balance growth with preserving our identity as a beautiful, unique community." He does not want the Midway Station to become "a hodgepodge, as we go" development. Schein said his no vote was not necessarily because of what was proposed, but because of the manner the commission decided not to table action. No one spoke during the public hearing on the amended subdivision plan for Midway Station. The commission also approved a final development plan for three commercial lots at 245 Stephens Boulevard, and 250 and 300 Lacefield Street - identified as a retail business, restaurant and convenience/gas station. Schein again voted no, with the motion to approve passing 8 to 1. A right-entry-only access from Georgetown Road to the three commercial lots was discussed by the commission prior to its action. Safety concerns were raised, and an agreement was reached to incorporate a street design with an island to dissuade traffic from improperly using the right-entry-only access. Action on two final record plats for the Midway Station property was postponed.
