ORDINANCE NO. 2020-009
AN ORDINANCE PROVIDING FOR AND MAKING REAL PROPERTY TAX LEVY FOR CITY
PURPOSES FOR FISCAL YEAR BEGINNING JULY 1, 2020, AND ENDING JUNE 30,
2021, AND PERSONAL PROPERTY (AD VALORAM) TAX LEVY FOR CITY PURPOSES FOR
FISCAL YEAR BEGINNING JULY 1, 2021 AND ENDING JUNE 30, 2022
WHEREAS, the City Council for the City of Midway, Kentucky, is required
by KRS 92.280 to enact by ordinance each year, a tax levy on real
property, personal property;
NOW THEREFORE BE IT HEREBY ORDAINED BY THE CITY COUNCIL FOR THE CITY OF
MIDWAY, KENTUCKY, AS FOLLOWS:
SECTION ONE
That the following tax levy is hereby made for City purposes for the
City of Midway, Kentucky for fiscal year beginning July 1, 2020, and
ending June 30, 2021 inclusive to wit:
For fiscal year beginning July 1, 2020, and ending June 30, 2021,
inclusive, there is hereby made a tax levy of .062 on each one hundred
dollars ($100.00) of assessed real property; .064 on each one hundred
dollars ($100.00) of assessed personal property, which tax proceeds
shall be designated to the General Fund for the general operation of the
City Government.
SECTION TWO
All matters relating to the payment of the taxes imposed on motor
vehicles and watercraft hereunder shall be in accordance with KRS
Chapter 134.800 et seq.
SECTION THREE
That upon all taxes for real property and personal property levied
herewith, which are paid before November 1, 2020, there shall be a
discount of two percent (2%) subtracted from the total amount of said taxes.
SECTION FOUR
That upon all taxes for real property and personal property levied
herewith, which are unpaid on January 1, 2021, there shall begin to
accrue, attach, and be added from said date, a flat penalty of five
percent (5%) onto the total amount of said taxes then due and payable
through January 31, 2021; after which, the flat penalty shall be ten
percent (10%). Additionally, tax bills not paid before March 1, 2021,
shall have added to them interest at the rate of one percent (1%) per
month, or fraction of a month, until said taxes are paid. The penalty
and interest as provided herein shall be added to said unpaid taxes and
collected by the City Clerk/Treasurer.
Should the real or personal property tax herein become delinquent, the
City Clerk/Treasurer and/or the City Attorney are authorized to file
suit to collect all delinquent taxes plus court costs and expenses,
including a reasonable attorney fee incurred by reason of the delinquency.
SECTION FIVE
If any section, subsection, sentence, clause, or phrase of this
ordinance is held unconstitutional or otherwise invalid, such infirmity
shall not affect the validity of the remaining portions of this ordinance.
SECTION SIX
All ordinances or parts of ordinances in conflict with this ordinance
are hereby repealed.
SECTION SEVEN
This Ordinance shall take effect after its passage and publication
according to law.
INTRODUCED and given first reading at a meeting of the City Council of
the City of Midway on the 24th day of August 2020, and fully adopted
after the second reading at a meeting of said Counsel held on the 8th
day of September 2020.

REQUEST FOR PROPOSALS
The Woodford County Parks and Recreation Board is requesting proposals
for services relating to eradication of various invasive species in
certain areas of Big Spring Park (the “Park”) from a professional
operator of a forestry mower.  Bidders should contact Richard Pictor,
Executive Director of Versailles Woodford County Parks and Recreation
Department (the “Executive Director”) for details relating to the areas
that need a forestry mower to assist with the eradication on invasive
species.  The work will need to be completed before the leaves drop in
the fall, anticipated to be late October or early November.
Proposals must be received by 1:30 p.m. EDT, Friday, October 2, 2020.

ADVERTISEMENT FOR BIDS           Sealed Bids for the construction of the
Dan Drive Lift Station Relocation project consisting of approximately
120 LF of 4” DI Force Main (Open Cut), 120 LF of 8” PVC Gravity Sewer
Main (Open Cut), 1 – 4’ Diameter Sanitary Manhole, 200 GPM Duplex
Submersible Pump Station, Fencing, Driveway, Site Work, together with

October 7th, 2020, and then at said office opened and publicly read aloud.
Note to All Bidders: The Versailles City Hall is currently closed to the
general public due to the COVID-19 pandemic.  To accommodate this public
bid opening an employee of the City will be stationed at the rear
entrance of the building on bid day starting at 10:30 (30 minutes prior
to the bid opening) to allow one person from each company access to the
council chambers for the Bid Opening.  Masks are required and must be
worn the entire time you are inside City Hall.  If you arrive prior to

Bids shall be accompanied by a bid bond or a certified check in an
amount equal to five percent (5%) of the bid to insure the execution of

the bid is accepted and the bidder shall refuse or neglect to enter into
a contract with the City of Versailles within ten (10) days after the
time he has been notified of the acceptance of his bid, the said check
or bid bond shall be forfeited to the for the failure to do so.
No bidder may withdraw his bid for a period of ninety (90) days after
closing time scheduled for the receipt of bids.
The City of Versailles reserves the right to waive informalities and to
