CITY OF VERSAILLES
ORDINANCE NO. 2022-36
TITLE: AN ORDINANCE EXEMPTING THE PROPERTY LOCATED AT 120 U.S. 60 BYPASS
FROM CITY AD VALOREM TAXES FOR A PERIOD OF FIVE YEARS WITH CERTAIN
CONDITIONS.
​Whereas, Section 170 of the Kentucky Constitution permits the General
Assembly to authorize cities to exempt manufacturing establishments from
municipal taxation for a period not exceeding five years as an
inducement to their location; and
​Whereas, by the enactment of KRS 92.300(1), the General Assembly has
authorized cities of the home rule class to exempt by ordinance
manufacturing establishments from city taxation for a period not
exceeding five years as an inducement to their location in the city; and
​Whereas, the City of Versailles has offered to exempt certain real
property located at 120 U.S. 60 Bypass, Versailles, Kentucky from city
taxation for a period of five years as an inducement to Castle & Key
Distillery to relocate a bottling and storage facility; and
​Whereas, in order to satisfy the promises made by the City, it is
necessary to adopt an ordinance exempting such property from city ad
valorem taxation.
​NOW, THEREFORE, BE IT ORDAINED IN THE CITY OF VERSAILLES, KENTUCKY as
follows:
​Section 1. For the five year period beginning January 1, 2022, the real
property located at 120 U.S. 60 Bypass presently designated by the
Woodford County Property Valuation Administrator’s Office as Parcel No.
30-0000-041-01 shall be exempt from such ad valorem taxes as may be
imposed by the City of Versailles.  The exempted property is currently
owned by A&P Investments, LLC and was acquired on October 22, 2021, from
100 U.S. 60, by deed that appears of record in Deed Book 329 on pages
532 and 527 in the Woodford County Court Clerk’s Office.
Section 2. The exemption from ad valorem taxes contained in this
ordinance is expressly conditioned upon the operation of a manufacturing
facility upon such property prior to the effective date of the ad
valorem tax abatement.
​Section 3. This ordinance shall become effective after passage and upon
publication as required by law.
​Introduced and given first reading at a meeting of the City Council of
the City of Versailles, Kentucky, held on the 4th day of October, 2022,
and fully adopted after the second reading at a meeting of said council
held on the 18th day of October, 2022.

CITY OF VERSAILLES
​ORDINANCE NO. 2022-37
TITLE:  AN ORDINANCE AMENDING SECTION 75.08 OF THE CITY’S CODE OF
ORDINANCES TO PROVIDE FOR APPEALS FROM THE GRANTING OF AN EVENT PERMIT
BY THE CHIEF OF POLICE.
​Whereas, the City desires to amend Section 75.08 of the City’s Code of
Ordinances to provide a process for persons aggrieved by the decision of
the Police Chief to grant an application for an event permit;
​NOW, THEREFORE, BE IT ORDAINED IN THE CITY OF VERSAILLES, KENTUCKY as
follows:
​Section 1. Section 75.08 of the Versailles Code of Ordinances is hereby
amended as follows:
§ 75.08 APPEAL PROCEDURE..
​(1) Upon a denial by the Chief of Police of an application made
pursuant to § 75.05 of this chapter, the applicant for an event permit
may appeal from the determination of the Chief of Police within five (5)
days thereafter to the City Council by filing a written notice of appeal
for hearing by the City Council at its next meeting.  Upon such appeal,
the City Council may reverse, affirm, or modify in any regard the
determination of the Chief of Police.
​(2) Any party aggrieved by the decision of the Chief of Police to issue
an event permit under this chapter may also appeal from the
determination of the Chief of Police by filing a written notice of the
appeal for hearing by the City Council at its next meeting. Notice of
such hearing shall be mailed to the party to whom the permit was
issued.  Upon such appeal, the City Council may reverse, affirm, or
modify the determination of the Chief of Police.
​Section 2.  This ordinance shall become effective after passage and
publication as required by law.
​Introduced and given first reading at a meeting of the City Council of
the City of Versailles, Kentucky, held on the 4th day of October, 2022,
and fully adopted after the second reading at a meeting of said council
held on the 18th day of October, 2022.
