hold two meetings as follows:
The Versailles-Midway-Woodford County Agriculture Advisory Review
Committee will be conducting a SITE VISIT at 1673 & 1675 Spring Station
Road, Midway, KY on Tuesday, November 2, 2021, at 9:00 a.m.

ORDINANCE NO. 2021-16
TITLE:   AN ORDINANCE AMENDING SECTION 35.21(B) OF THE CITY’S CODE OF
ORDINANCES TO SPECIFY THAT DEPARTMENT DIRECTORS MAY APPROVE OTHER WORK
BY EMPLOYEES ASSIGNED TO THEIR DEPARTMENTS.
Whereas, the City desires to amend Section 35.21(B) of the City’s Code
of Ordinances to revise the supervisor authorized to approve
supplemental work by City employees assigned to their departments;
NOW, THEREFORE, BE IT ORDAINED IN THE CITY OF VERSAILLES, KENTUCKY as
follows:
Section 1. Section 35.21(B) of the Versailles Code of Ordinances is
hereby amended as follows:
(B)   An employee of the city may be self-employed or may take
occasional or part-time jobs if, in the opinion of his or her department
head director, there is no conflict with working hours, the employee’s
efficiency in his or her city work, or other interest of the city.
Section 2.  This ordinance shall become effective after passage and
publication as required by law.

ORDINANCE NO. 2021-17
TITLE:   AN ORDINANCE AMENDING SECTION 35.30 OF THE CITY’S CODE OF
ORDINANCES TO SPECIFY WHO MUST FILE ANNUAL STATEMENTS OF FINANCIAL
INTEREST AND THE CITY CLERK’S DUTIES UPON FILING.
Whereas, the City desires to amend Section 35.30 of the City’s Code of
Ordinances to specify who must file annual statements of financial
interest and the City Clerk’s duties upon filing;
NOW, THEREFORE, BE IT ORDAINED IN THE CITY OF VERSAILLES, KENTUCKY as
follows:
Section 1. Section 35.30 of the Versailles Code of Ordinances is hereby
amended as follows:
§ 35.30  WHO MUST FILE.
(A)  The following classes of officers and employees of the city and
city agencies shall file an annual statement of financial interests with
the Board of Ethics:
(A) (1) Elected city officials.
(B) (2) Candidates for elective city offices.
(C) (3) City appointed members of the Planning and Zoning Commission,
Board of Adjustment, and Economic Development Authority.
(D) (4) Police Chief, Fire Chief, City Clerk/Treasurer/Tax
Administrator, and Public Works Director.
(B) The City Clerk will deliver the financial disclosure statements to
those specified in subsections 1, 3 and 4 by December 23 of each year. 
The City Clerk will deliver to candidates for elective city offices
within ten (10) business days of the last day to officially file for office.
(C) Failure of the City Clerk to disseminate the forms does not waive
the responsibility of the filer to file the form by the required deadline.
Section 2. This ordinance shall become effective after passage and
publication as required by law.

Whereas, the City desires to amend Section 35.34(A)(3) of the City’s
Code of Ordinances to require providing the occupation of the filer’s
domestic partner on annual statements of financial interest;
NOW, THEREFORE, BE IT ORDAINED IN THE CITY OF VERSAILLES, KENTUCKY as
follows:
Section 1. Section 35.34(A)(3) of the Versailles Code of Ordinances is
hereby amended as follows:
(3)   The occupation of the filer and the filer’s spouse or domestic
partner.
Section 2. This ordinance shall become effective after passage and
publication as required by law.

TITLE:   AN ORDINANCE AMENDING SECTION 35.50 OF THE CITY’S CODE OF
ORDINANCES TO CLARIFY THAT APPOINTMENTS TO THE BOARD OF ETHICS MUST BE
RESIDENTS OF WOODFORD COUNTY AND TO SPECIFY AN ANNUAL MEETING FOR THE
BOARD OF ETHICS.
Whereas, the City desires to amend Section 35.50 of the City’s Code of
Ordinances to specify that appointments by the City to the Board of
Ethics must be residents of Woodford County and to schedule an annual
meeting for the Board of Ethics;
NOW, THEREFORE, BE IT ORDAINED IN THE CITY OF VERSAILLES, KENTUCKY as
follows:
Section 1. Section 35.50(B) of the Versailles Code of Ordinances is
hereby amended as follows:
(B)   The Board of Ethics shall consist of five (5) members who, by
agreement with municipal authorities, shall be appointed by the
executive authority of the county and the cities of Versailles and
Midway, subject to the approval of the respective legislative body. The
initial members of the Board of Ethics shall be appointed on or before
March 3, 1995. No member of the Board of Ethics shall hold any elected
or appointed office, whether paid or unpaid, or any position of
employment with the cities or county or any cities or county agency. The
members shall serve for a term of three (3) years; except that with
respect to the members initially appointed, one (1) member shall be
appointed for a term of one (1) year, two (2) members shall be appointed
for a term of two (2) years and two (2) members shall be appointed for a
term of three (3) years. Thereafter, all appointments shall be for a
term of three (3) years.  The county and cities shall agree on the
initial terms of the respective appointment of each. Woodford County and
the City of Versailles shall have two (2) representatives on the Board
of Ethics, and the City of Midway shall have one (1) representative, all
being approved by the respective legislative bodies. Each member of the
Board of Ethics appointed by the cities or county shall have been a
resident of the cities or county for at least one (1) year prior to the
date of the appointment and shall reside in the cities or county
throughout the term in office. The members of the Board of Ethics shall
be chosen by virtue of their known and consistent reputation for
integrity and their knowledge of local government affairs. The members
may be reappointed for any number of consecutive terms.
Section 2. Section 35.50(G) of the Versailles Code of Ordinances is
hereby amended as follows:
(G)   Meetings of the Board of Ethics shall be held, as necessary, upon
the call of the chairperson or at the written request of a majority of
the members, except that the Board will meet annually on the fourth
Monday of January at 5:00 p.m. at City Hall to review financial interest
statement filings for compliance.
Section 3. This ordinance shall become effective after passage and
publication as required by law.

CITY OF VERSAILLES
ORDINANCE NO. 2021-20
TITLE:  AN ORDINANCE CREATING THE REQUIREMENT THAT CERTAIN BUSINESSES
HAVE A KNOX BOX FOR CITY POLICE AND FIRE PERSONNEL.
Whereas, the City has determined that it is necessary and appropriate to
require certain City businesses to install a Knox Box for use by City
police and fire personnel;
NOW, THEREFORE, BE IT ORDAINED IN THE CITY OF VERSAILLES, KENTUCKY as
follows:
Section 1.
A.  Definitions.  For purposes of this ordinance,
1. Knox Box means a secure rapid entry system that is designed to be
used by emergency personnel in the event of an emergency to gain entry
into a structure by using the enclosed owner provided key(s). This box
is usually mounted on the exterior of the building in a location that is
specified by the local fire inspector/fire chief. All boxes shall be UL
(Underwriters Laboratories) certified and approved by the Versailles
Fire Chief.
2. Substantial Renovation will mean any improvement that costs greater
than $25,000.
B. The following structures shall be equipped with a Knox Box that fits
the standards established by the Versailles Fire Chief before a
certificate of occupancy is granted for initial occupancy or after
substantial renovation:
1.  Commercial buildings
2.  Industrial buildings
3.  Any building that is equipped with automatic fire protection system
4. Any building that contains an elevator
5. Multi-family residential units that have restricted access
   through locked doors and
   have a common corridor for
   access to the living units
C. Existing commercial, industrial and multi-family residential
facilities are encouraged to install a Knox Box that fits the standards
established by the Versailles Fire Chief.  Such structures that have two
or more false alarms within a 12-month period will be required to
install a Knox Box that fits the standards established by the Versailles
Fire Chief.
D.  All Knox Boxes shall contain labeled keys, easily identified in the
field to provide access into the property and/or building, and to any
locked areas within the said building as the Versailles Fire Chief may
direct.  Unless otherwise approved by the Versailles Fire Chief, Knox
Boxes shall be located no further than ten (10) feet from the main
entrance and no more than six (6) feet higher than the entry door
threshold. Installation shall occur to comply with manufacturer’s
instruction.
E.  The penalty for violating this section is a civil fine of up to $50
per day.
Section 2. This ordinance shall become effective after passage and
publication as required by law.
