AN ORDINANCE AMENDING THE WOODFORD COUNTY PERSONNEL POLICY, CHAPTER 36
OF THE WOODFORD COUNTY CODE OF ORDINANCES
BE IT ORDAINED by the Fiscal Court of the County of Woodford,
Commonwealth of Kentucky, that Woodford County Ordinance CHAPTER 36:
PERSONNEL, be amended by addition of a new provision as follows:
36.087 Paid Parental Leave Policy
Woodford County Fiscal Court will provide up to six (6) weeks of paid
parental leave to employees following the birth of an employee’s child
or the placement of a child with an employee in connection with adoption
or foster care.
Eligible employees must have been employed full or part-time with county
for at least twelve (12) months. In addition, employees must have given
birth to a child, or be a spouse or committed partner of a woman who has
given birth to a child, or have adopted a child or been placed with a
foster child age 17 or younger.
Amount, Time Frame and Duration of Paid Parental Leave
Eligible employees will receive a maximum of six (6) weeks of paid
parental leave per birth, adoption, or placement of a child/children,
and each week of paid parental leave is compensated at 100 percent of
the employee’s regular, straight-time weekly pay.
Coordination with Other Policies
Paid parental leave taken under this policy will run concurrently with
leave under the FMLA.
Requests for Paid Parental Leave
The employee will provide his or her supervisor and the human resource
(HR) department with notice of the request for leave at least thirty
(30) days prior to the proposed date of the leave.
The first reading of the above ordinance was held on September 22, 2020,
and the second reading was held on October 13, 2020. A full and

ORDINANCE NO. 2020-35
TITLE: AN ORDINANCE AMENDING SECTION 95.07 OF THE CITY’S CODE OF
ORDINANCES TO SPECIFY THAT APPEALS FROM NUISANCE CITATIONS SHALL BE
GOVERNED BY THE PROCESS SET FORTH IN SECTIONS 32.78 TO 32.80 OF THE CODE
Whereas, the City desires to amend Section 95.07 of the City’s Code of
Ordinances to specify that appeals from nuisance citations shall be
governed by the appeals process contained in Sections 32.78 to 32.80 of
the Code of Ordinances;
NOW, THEREFORE, BE IT ORDAINED IN THE CITY OF VERSAILLES, KENTUCKY as
Section 1. Section 95.07 of the Code of Ordinances of the City of
Versailles is hereby amended as follows:
(A) Any person receiving a notice of violation may request a hearing
to contest the validity of any notice of violation and penalties
assessed in said notice. The request for hearing shall be in writing and
received by the City Clerk within five (5) seven (7) days from the date
of the person’s first receipt of the notice of violation. All further
proceedings on the notice of violation and appeal therefrom shall be
governed by § 32.78 through § 32.80.
(B) Upon receipt of such request, the Mayor shall convene a hearing
board consisting of three disinterested persons appointed by the Mayor
who shall conduct a hearing within five (5) business days from receipt
of request for hearing. The burden shall be upon the city to establish
that a violation occurred and that the penalty assessed is reasonable
under the circumstances. The hearing board shall receive such testimony
and exhibits as may be presented at such hearing and the formal rules of
evidence shall not apply. The board’s decision shall be based upon
substantial evidence presented at the hearing. The decision of a
majority of the board’s members shall constitute the decision of the board.
(C) An appeal may be taken from the hearing board’s determination to
the Woodford District Court pursuant to state law.
Section 2. This ordinance shall become effective after passage and
publication as required by law.
Introduced and given first reading at a meeting of the City Council of
the City of Versailles, Kentucky, held on the 6th day of October, 2020,
and fully adopted after the second reading at a meeting of said council
held on the 20th day of October, 2020.
